Newbie - Can I use Netbeans to practice HTML

I understand if the question sounds really stupid -

I am learning to code from scratch!

This is the place I am learning from:

I am just messing about with html -

I understand netbeans if very powerful - but all I want to know is can I practice writing html files and view them as webpages?

Somehow I have to manually show the directory for some aspect of the install I know nothing about.

Is there a link to some kind of

step by step guide to installing this software from scratch?
